The Perceived Effects of Internet Usage on the Job Performance of Benguet State
University Administrative Personnel. Benguet State University, La Trinidad,
Benguet.

The study aimed to determine the frequency of the Internet usage of the
Benguet State University Administrative Personnel; the frequency of Internet
usage according to their age, sex, experience in IT, educational level, office
assignment, and nature of position; the level of effect of Internet usage on the job
performance; and the level of seriousness of the problems with Internet usage
encountered by the personnel; as the university gears towards e-governance.
To provide the perceived effects of Internet use on the job performance of
the administrative personnel in the workplace, the study used a descriptive survey
questionnaire that focused on the administrative personnel’s Internet usage in
doing specified tasks.
The results show that: (1) The frequency of the Internet usage of the
administrative personnel of BSU is moderate; (2)There are significant differences
in the frequency of the Internet usage of the administrative personnel of BSU
according to age and office assignment but no significant difference was depicted

according to sex, educational attainment, and nature of position; (3) The level of
effect of Internet usage on the job performance of the BSU administrative
personnel is moderate in terms of timeliness, efficiency, and quality; (4) There is
a significant relationship between Internet usage and the job performance of the
administrative personnel of Benguet State University; and (5) The level of
seriousness of the problems with the Internet usage encountered by the
administrative personnel is slightly serious.
Based on the results of the study, the following are the recommendations:
(1) Every personnel should be encouraged to use the Internet more frequent by
initially including e-Governance on the strategic plan of the university, which will
result to its inclusion on succeeding operations; (2) With the significant difference
in age and office assignment but no significant difference in sex, IT experience,
educational attainment, and nature of position, it is recommended that: (a) Older
personnel should be motivated to expand their capacities and use more Internet
services applicable in performing their assigned tasks by attending in house
trainings on Internet usage for diverse participants, initiated by the HRDO (b)
Male and female personnel must continue do computer-related tasks without
gender biased perceptions and excuses since they are issued the same tasks and
given the same facilities and the same Internet broadband capacity; (c) Training
needs assessments that focus on the specific details of software and hardware
literacy must still be conducted in consideration of the personnel’s IT experience

to ensure proper grouping and Internet service trainings and facility orientation;
(d) Personnel are encouraged to continue their educational advancements to
expand their horizons, understand the benefits of using the Internet, to be
incorporated on personnel development program planning; (e) Personnel assigned
to different divisions are encouraged to explore the possibilities of the internet no
matter how impossible it is for the tasks to be done with Internet services which
increases their personal IT innovativeness; and (f) Personnel in the managerial
level are challenged to attend e-Government consultations that are held by the
national government to be enlightened on the blurry areas of Internet based
information management systems or e-Governance to be imparted later to their
subordinates; (3) The personnel have to continue utilizing technologies,
specifically the Internet, which must be integrated on the university’s strategic
plan, where an output shall also be expected from every sector, division and unit
as have been practiced with the implementation of the SPMS. By then with proper
training, appropriate facility, empowered personnel and innovative administrators
can cope with the challenges of being a premiere state university in Asia, align to
the Government-Wide Medium-Term Information & Communications
Technology Harmonization Initiative (MITHI), E-Government Master Plan, SUC
roadmaps and ASEAN integration.
