This study was conducted in Sagada and Sabangan, Mountain Province from December 2015-January 2016 to find out the impact of Department line agency (DLA) convergence in coffee production. The following projects are being implemented for the expansion and promotion of coffee namely: CHARMP by the Department of Agriculture; Coffee 101 by the Department of Trade and Industry; Agrarian Reform Community Connectivity Enhancement Project (ARCCESS) by the Department of Agrarian Reform; Science & Technology-based Farm (STCBF) by the Department of Science and Technology; and Upland Development Program and National Greening Program by the Department of Environmental and Natural Resources.
The Department line agencies agreed to converge in the enhancement of coffee production by agreeing to pool efforts and resources towards greater results. However, while convergence attempts to minimize duplication and maximize impact, findings showed that there is duplication among the beneficiaries receiving support like trainings from these DLAs.
Despite this, beneficiaries acknowledge a great impact of the DLA’s interventions in Sagada and Sabangan, Mountain Province. A greater percentage agreed that there is a positive impact in terms of increased production volume and increased income. |
